COMISION PERMANENTE DE CONSEJOS DE CONSULTA SOLICITARAN REDUCCION DE TARIFA CONSULAR
La Ley No. 28896 publicada el pasado martes 24 de octubre en el Diario Oficial “El Peruano”, dispone en su artículo 1ro la derogatoria de la Ley No. 27103 que creó el “Impuesto de Solidaridad a favor de la Niñez Desamparada”, gravamen que era cobrado a las personas que solicitaban la expedición o revalidación de pasaportes en el Perú.
En ese sentido, el nuevo costo por el pasaporte equivalente a $15.00 (quince dólares americanos) sólo es aplicable a los documentos de viaje que son expedidos dentro del territorio nacional.
Para que el nuevo costo se aplique en las diferentes Oficinas Consulares en el Exterior, deberá modificarse la Tarifa de Derechos Consulares que acorde con al artículo 17º del Decreto Ley 22396 –ley marco- se actualizará periódicamente mediante Decreto Supremo refrendado por el Ministerio de Economía y Finanzas.
Las ultimas modificatorias en ese aspecto fueron las dictadas mediante Decreto Supremo 062 y 064-2006-RE del 16 y 28 de septiembre respectivamente, por las que la Renovación de Pasaporte por 5 años y la Expedición de Pasaporte Mecanizado por 5 años equivalen a *35.00 S/C o su equivalente de US$35.00.
Los Consejos de Consulta mediante la Comisión Permanente establecida en la II Convención Internacional de Barcelona - España, solicitaremos la pronta modificatoria de la Tarifa Consular para que se ajuste la misma considerando la situación y necesidades de los connacionales en el exterior, máxime si la legislación interna ha sufrido cambios. Resulta un contrasentido por ejemplo que la renovación de pasaporte que se habilita mediante un sello consular en el documento físico ya existente, cueste igual que la expedición del pasaporte mecanizado que implica su producción bajo medidas de seguridad y otros. El costo de producción es de US $15.00 por lo que la tarifa actual en el exterior resulta excesiva.
